I made this traditionally Cuban dish all the time when I was at Swarthmore College. It was a great dish to whip up quickly after a night out and it never failed to be a hit. To this day it brings back the good ol' memories of my college days.
Saute the onions and garlic in the olive oil. Add and brown the ground beef. Pour off the excess fat and add the rest of the ingredients. Bring to a boil and cook covered for 10 minutes. Then uncover and cook an additional 15 minutes, stirring occasionally. Remove the bay leaves and serve with white rice and black beans.
